What the At key does
The at sign separates user and domain in email addresses, mentions people on social networks, and has meanings in code (decorators in Python, CSS at-rules). German keyboards type it with Alt Gr+Q, French with Alt Gr+0, Italian with Alt Gr+ò.
On a Mac
Shift+2 on every English Mac layout. On German Macs it is Option+L.
On a laptop
Layout-dependent: US Shift+2, UK Shift+', German Alt Gr+Q, French Alt Gr+0.

If the At key is missing or not working
If Shift+2 gives " you have a UK layout: use Shift+'. If Shift+' gives @ when you wanted a quote, switch to US. Fixing the layout under Settings → Time & Language → Language solves both. Test the key below.

Windows is using the UK layout. On UK keyboards @ is Shift+' and " is Shift+2. Switch layouts, or use Shift+' for @.
