What the Tilde key does
The key types the backtick ` and, with Shift, the tilde ~. The tilde appears in file paths (~ means home folder on Mac and Linux), URLs, maths (approximately), and as a dead key for ñ and ã on international layouts. The backtick opens the console in many games and marks code in Markdown.
On a Mac
Shift+` on US layouts. On UK Macs the tilde is Shift on the key left of Z (next to Shift). Option+N then a letter gives ñ, ã or õ.
On a laptop
Same as desktop; check whether your layout is US or UK, because the tilde moves between them.

If the Tilde key is missing or not working
If ~ types ¬ or # instead, Windows is using the wrong layout for your physical keyboard; switch between UK and US in Settings → Time & Language → Language. Test the key below (it reports as Backquote).
